In early 2008, in China's Yangtze River Basin and Yunnan-Guizhou Plateau and the Nanling Mountains area in a serious low-temperature freezing rain and snow disaster, the disaster area caused widespread and profound impact. The disaster on China's catastrophic risk management system in the establishment of an important lesson should be innovative national catastrophe risk management systems; catastrophe should strengthen capacity-building; improve the government support of the catastrophe insurance system.
